Wrong Scale when using OpenLayers Backgroundmap

This issue is caused by the OpenLayers map you have added to your project. In principal it is not possible to set the client to a specified scale when a backgroundmap like OSM, Google, Bing etc is part of the project. These background maps are delivered in fixed scales. It would be nessecary to rescale these maps, but thats not allowed due to the terms of trade. As the result you can not scale to fixed values when you have loaded such a background layer. When you remove the OpenLayers background layer than scaling works fine.
As a workaround, you can hide the Google Layer in your QGIS project. Publish the project and you get a scale near by the selected and Google Maps can be used.
